Creative Business Resources was founded in 1998 with the belief that small and medium-size businesses should have the same access to cutting edge, customizable HR services as those available to larger firms. CBR offers three HR outsourcing platforms: Professional Employer Organization (PEO), Administrative Services Organization (ASO), and an HR Only platform. We are the HR outsourcing industry leader with 20+ years of experience in delivering the highest levels of value, quality, and high-touch customer service. A PEO company, or Professional Employer Organization, is defined as a business entity that provides human resources outsourcing services to client companies through the use of a co-employment relationship. The PEO company acts as the Administrative employer and the client functions as the Worksite employer. This relationship is based on a true partnership. Because of the PEO structure, a PEO company can help small- and medium-sized businesses achieve economies of scale that they may not be able to achieve on their own. Michael Tope
Michael TopeOwner & CEO
Michael Tope founded Creative Business Resources in 1997 after observing a growing demand for the outsourcing of non-profit producing activities. Anchored by his commitment to delivering solutions that help businesses maximize their potential, Michael’s vision has been integral to establishing CBR as a leader in the HR outsourcing industry. Under his leadership, CBR has won or been named as a finalist for several prestigious awards over the years, including the BBB Torch Award for Ethics.

A native Arizonan, Michael attended Arizona State University with a major in International Business. As a passionate entrepreneur, he is the owner and operator of several growing businesses. His professional successes have spanned industries ranging from commercial construction and real estate to HR technology. Most recently, Michael co-founded Talent Command, an innovative application designed to help businesses accelerate their success by improving the performance of their workforces. Michael is a board member with the Elevate Phoenix, an inner-city development program for high risk youths and Arizona Urban Youth Excel.

Noemi Barraza, PHR
Noemi Barraza, PHR Chief Operating Officer
As COO, Noemi Barraza plays a key role in pursuing long-term growth strategies for CBR through business development initiatives. In this capacity, Noemi manages the sales and implementation teams and coordinates marketing efforts. Her responsibilities include managing the sales team with pricing and closing deals, devising innovative ways to generate leads, and conducting client onboarding meetings to ensure that new client companies and their employees thoroughly understand CBR’s services.

Noemi has over 17 years of experience in the HR industry and has been a valuable contributor to CBR’s success since 2001. Having earned her PHR certification in 2006, Noemi served as CBR’s Human Resources Director for many years. In her role as VP of Business Development and Client Implementations, Noemi will continue to apply her HR expertise to assist new clients with high-level HR needs.

Mark Gorchoff

Mark Gorchoff, CPA – Chief Accountant – Mark is responsible for all client-side tax return preparation and internal management accounting. He brings to CBR more than 25 years’ experience as a senior financial executive with companies in the manufacturing, distribution, Internet and service industries. In addition to his Chief Accountant responsibilities, Mark has managed the human resources, MIS, legal affairs and strategic planning activities for several previous employers. Prior to joining CBR, Mark served as CFO of Inertia Dynamics Corporation, a NASDAQ listed lawn and garden products manufacturer, and was the CFO of Sandbox Entertainment, where he prepared the first registered Internet venture capital offering. Mark also has worked as an independent financial consultant, advising clients on capital structure, financial reporting, consolidations, budgeting and forecasting, as well litigation and business plans. Mark is a licensed CPA in Arizona and holds a Masters of Business Administration from Ohio State University. In 2007, he was named a finalist for the “Chief Financial Officer of the Year Award” by Financial Executives Institute.

My name is Johanna Lortsher, and I am a Human Resources Business Partner here at CBR. I have a Master’s Degree in Human Resources and Organizational Development from the University of San Francisco, and am a certified Professional of Human Resources (PHR), and Society of Human Resources Management Certified Professional (SHRM-CP). I have been a human resources professional for nearly 15 years. I create value for my clients because they know they can call me any time with any question. I am happy to provide them with guidance based on current laws and best practices, to listen to them work out a problem, mediate between upset parties, or to help resolve a tough situation. I genuinely enjoy what I do, and I think it shows.

Becky Voltz
Becky VoltzPayroll Manager
Becky Volz is a Certified Payroll Professional (CPP) and serves as CBR’s distinguished Payroll Manager. She joined the company in 2004 and brings to CBR over 19 years of experience in payroll management. Becky is responsible for monitoring all tasks necessary to accomplish payroll processing objectives for all CBR’s clients. Becky is extremely proficient in payroll processing systems including CBR’s internal HRIS system unique to HR and Payroll outsourcing model.

Becky demonstrates excellent managerial and customer-oriented skills making her an invaluable asset to the company and all its clients. She oversees the payroll department’s daily functions which span across payroll processing and compliance, W2 processing, working with time and attendance systems, and engaging in problem-solving internally and with clients. Becky leads all new client implementations in payroll systems to ensure a smooth and seamless process. She is a committed innovator and her initiatives in the Payroll department has attributed to CBR’s ongoing success.

Brenna Tedhams
Brenna TedhamsAccounting Manager
Brenna Tedhams joined CBR as a payroll processor in 2001 and now serves as their Accounting Manager. With 20 years experience in the PEO industry she is an important asset to the CBR team. Transitioning from Lead Payroll Processor to Benefits Coordinator, prior to her move to the accounting department, offers her a unique perspective that is invaluable. Her areas of expertise include – Accounts Payable, Accounts Receivable, COBRA Administration, 401k Administration, and Bookkeeping.
Kym Varner
Kym VarnerRisk Manager
Kym Varner is a respected stalwart in the PEO Risk Management space, excelling in underwriting, policy management and problem solving. Joining the CBR team in 2001, Kym’s journey began as an assistant to in-house counsel before gaining certification in Risk Management and taking over department management in 2003.

Beginning with simple Loss Control initiatives, the Risk Management Department has developed into a well-organized and highly efficient unit, acclaimed by clients and vendors alike. Helping clients find success and manage workers’ compensation costs through strong loss control, policy management, and claim management is the goal of the Risk Management Department. As a result, CBR clients enjoy lower injury rates, decreased emods and discounted workers’ compensation rates.
